Let's Spoil:

Flames of Insurrection

Unique Master. Requires a ready anarch

When a minion opposing an anarch in combat leaves the ready region,
the controller of that anarch may move a counter from the bank to a
vampire in his or her uncontrolled region. Any vampire may call a
referendum to burn this card as a +1 stealth political action.

Public Enemy

+1 stealth action. Requires a non-Red List, non-anarch vampire.

D Choose a non-titled, non-Red List minion who either has succesfully
bled for 3 or more pool since your last turn or is infernal or anarch.
The chosen minion becomes Red List.

FoI seems weak since you need both fighting power to take advantage of
it and (defensive) voting to keep it in play. At least it should have
a madness network-like blocking function like:

Any vampire may call a referendum to burn this card as a +1 stealth
political action that any untapped anarch (in addition to the normally
eligible blockers) can attempt to block (go clockwise if 2 or more
want to block).

PE on the other hand seems interesting. You don´t have to be the one
being bled, which makes it playable on your prey. You can borrow a
minion and either bleed for 3 or go anarch and then PE the poor
sucker. You can use on your own minions if some ultra-cool card for
red list minions is printed. There are no hefty requirements to play
it (such as titles or capacity), just the limit that you can´t use on
a titled vampire.

In theory you could gain enough pool in the turn you play it to
justify the master slot even if it's burned immediately afterward.

Also, given that another great anarch-combat card, Open War, requires
a baron already, it's not too much of a stretch that you'd have a few
votes yourself to defend it.

Both of these cards also have the advantage of functioning perfectly
well against the imbued.

It does look like a solid improvement to the Trophy playground.

there is no new art, but a new extension symbol in red similar to the
symbol inside the old blood counters.

Unless you're removing minions left and right, I can't see cross-table
players being overly-concerned with trying to burn this card, at least
to start. It gives you 'pool' that keeps you alive longer, which makes
your Grand-Predator happy, and it helps you keep pressure on your
prey, which makes your Grand-Prey happy. By the time it's a concern,
you should have profited nicely from it.

Does seem to be an interesting deck strategy for Anarchs. Looking to
build a Barons Open War deck myself, and this would certainly fit
right in.

Not entirely sold on it myself. It does have a great plus in that
there is no age requirement (ala Red List), nor requires being titled.
The downside is that it requires other players to be playing decks
that will allow you to play this card. Mind you, finding someone who
bleeds for 3 isn't all that uncommon nowadays, and the increased
interest in Anarchs due to Twilight Rebellion should likely produce
some targets during a game. I can see a couple being put into Trophy
decks, but don't think it will push out Red List/Trumped Up Charges.
Which works, since you're not likely to get dozens of this card in the
first place.

Temptation + go anarch with tempted weenie + set's curse + trophy
progeny ? sounds quite reasonable for midcap setites [untitled ones]

also anarch/infernal vampires are quite common nowadays [anarch
converter to prevent anarch revolt from ousting you and as a cheap
bleeder or as crypt engine]

and do not forget that most tables have dominate deck who therefore
bleed for 3 or more

That's an extremely good point, and one that I haven't fully
appreciated until you spoke of it. It does give the Rabble some way to
try and make a name for themselves *grins*

And yes, it's not totally uncommon to find bleeds of 3 or Anarchs
(Infernals are rare in my parts, though). But in the end, it still
relies on the other players having done something first, and it may
not serve well to go cross-table Red Listing because the only heavy
bleed deck is your Grand Predator, say. It won't help much against
most combat decks, or voting decks. But, with the popularity of Anarch
Convert, finding Anarch Public Enemies shouldn't be that hard, at
least until the new Camarilla step forward later this year.

I don't typically play more than 5 trophies myself in most of my
trophy decks. And I often use twice the Red List tech than Xzealot
does (usually 5 each of Red List and Big Game).

Don't see why not. Reduce the little bleeds to encourage bigger ones,
then send the bigger ones off into the wild, giving you the
opportunite to play Public Enemy without having to take the pool hit.
Besides, a bleed of 2 doesn't help to play PE either. Plus a tactic I
often see is to try little bleeds first to draw out bounce before
lunging with a big bleed, especially with Auspex bounce as it taps
you. Or the reverse, where a big bleed seems threatening to lunge at
the end, so the little bleeds are let through, and then the big bleed
never comes.

There are ways to encourage other meths to make anarchs. Ways which
synergize well with combat strategies.

There is at least one way to make another methuselah's minion
infernal.

There are ways to encourage big bleeds as well.

Maximizing the utility of Public Enemy will impose limitations on your
deck, just as Red List imposes the "must have a relatively large
titled vampire or use an ally that passes around the table"
limitation.

If the card didn't impose *some* limitation, it would wallpaper the
previous cards and I would dislike it for that alone. If it imposed
very similar limitations as the previous cards, it would be relatively
uninteresting, marginally improving existing Trophy tech at best.
Since it instead imposes drastically differenty limitations than those
cards, it opens up new strategic possibilities without simply
replacing the old ones.

September 9th.
