Would a successful Justicar Retribution vote burn a standard (1-bleed)
vampire with a Spying Mission?

That is, does the spying mission only apply at the moment the next
bleed is successful, or at all times until that point?

The +2 bleed only kicks in under the condition described by Spying Mission,
so wouldn't be counted by Justicar Retribution etc.

It wouldn't burn the vampire. The spying mission doesn't give the vampire
a current bleed of +2. It's the next time that that vampire attempts to
bleed the "mission"ed methuselah it's at +2, like they'd played a Gov.
the Unaligned, for example.

You can, however, say goodbye to all the Inner Circle Members, and Vamps
with Pulse.

You forgot a fully pumped Inveraray, Scotland which would add three more
to the bleed. Bringing the total to 19.

And then Force of Will for another 19 Bleed.
Let's chew through more than one Meth in a turn please.

Well, the Force of Will bleed would only be for 17, since you would no
longer have the Spying Mission, but the combination would still
be pretty deadly :-).

Any Prey dumb enough not to have blocked one of the Three equip/employ
actions, or the four actions required to raise Inver.Scot to +3 bleed,
or have rushed Etrius during that time (min. four turns after Etrius
comes out assuming you have Heidelburg out and the luck of the draw is
with you), or Golconda'ed Etrius, or Sudden Reversaled the Legendary
Vampire play or one of the Fortitude skill card plays, or *bounce* or at
least block either of the monster bleeds deserves to be ousted :-[

We are talking about a 10 card, 3 master phase (4 with Heidelburg),
10 action (2 directed, 8 undirected) combination here.

There are probably easier ways of doing things.

Oh I think letting him do that and deflecting the bleed would be
pretty satsfying.

You forgot Inveraray, Scotland (with 3 blood on it, of course), for +19 bleed,
total. Not too shabby, says I.

I was just waxing silly there. If any of you have actually pulled this
off then I bow down before you in sublimated humility.

I read a design team ruling or something like that where Justicar
Retribution
does not apply to Inner Circle Members. This makes sense because a
Justicar
is below a IC in the vamp society.
