Questions about the Imperator promo card

"Choose a Camarilla vampire with capacity 8 or more. If this
referendum is successful, put this card on the chosen vampire
to represent the unique Camarilla title of Imperator (worth 3
votes). This vampire may play a Blood Hunt card from your hand
or ash heap as a prince. This vampire gets 3 additional votes
in blood hunt referendums."

OK, a few things:

1) This card lacks the "Title." keyword, but should it be
considered a Title card like the others?

2) If the title becomes contested or inert, how much of the card
text is still active?
The last 2 sentences just say "This vampire...", so I am
wondering if they require the title to be active.

1) Card text "put this card on the chosen vampire
to represent the unique Camarilla ***title*** of Imperator"

2) Would guess if the card copntest, then the ability goes away. But
as it is the title contesting, and not the card..... Stumped ;)

Sure, I understand that.
The new templating, however, puts the bold keyword "Title." at
the top of cards that grant a title. I am wondering if this was
just a templating mistake or if there was a deliberate reason
for it not to be there.

My guess would be space. The text of the card already takes up the
entire block, fitting in an extra line would require going to a tiny
font (and making it hard on people's eyes).
