Player A has five untapped Daughters of Cacophony in play. Angela
Preston has a Conductor.

Player B calls a vote, during which all five Daughters vote against.
After Angela Preston votes, Player B plays Scalpel Tongue on her,
cancelling her votes and tapping her.

The other four Daughters retain their votes for the current referendum
because they're already been cast, right?

No. When she becomes tapped, the other DoCs lose the additional vote her special
had provided.

Hmm. Okay, so how does that work in terms of what votes the Daughters
are casting?

1) All the Daughters are now casting 0 votes against?
2) All the Daughters are considered as not voting at all?

I'd assume it's #2, but clearly I might be wrong. :)

(This matters for cards that notice whether or not a vampire voted
during a referendum.)

The two are equivalent. Casting no votes is note voting at all.
