Swarm and Biothaumaturgic Experiment

search of the NG didn't find anything specific.
If a minion equips a Swarm via Biothaumaturic Experiment at inferior,
is it still a D action if the target is another methuselah's minion
(card texts follow)?
My conclusion was yes. "employ" is not an action of itself, and
Biothaumaturgic Experiment is activating the employ action of the
retainer's card. I know card text says to "ignore requirements", but I
don't read it like the D action is a requirement as much as a function
of the Swarm card itself.
Please advise.

Tha - This minion employs an animal retainer from your hand (ignore
requirements; pay cost as normal).
THA - Put this card on a minion you control. The minion with this card
gets an optional maneuver each combat and +1 strength.
Swarm
Animal Retainer with 1 life. Requires a ready Laibon.
Put the Swarm on any ready minion (employing the Swarm is a +1 stealth
(D) action if that minion is controlled by another Methuselah). If
this action is blocked, put the Swarm on the acting minion instead (no
cost is paid). During this minion's untap phase, if the Swarm has more
than 1 life, it burns a life; otherwise, it steals 1 blood or life
from this minion. A minion may have only one Swarm.

It cannot target another Methuselah's minion. The Swarm goes on the
acting minion (and thus it is not a (D) action).
