As with all auctions, a succeeding bid must beat the previous bids.
In Hostile Takeover, since no order is specified (contrast Malkavian
Time Auction), bidding is open.

More than your remaining pool is allowable. Any method (not just bleeding)
is allowable, as well.

Yes, as stated in the rules. [6.4.3.2]
