1)My Tremere is equipped with a Corpse Minion, and tries to block an action:
does he have to pay the X blood to get X extra intercept at the beginning
of the action, or he can pay blood to gain enough intercept to counter the
stealth played by the opposing vamp after each played action modifier ?

He can do it at any time during the action, multiple times during the action.
