Q: If Wormwood is out, does it affect minions in you uncontrolled region?

ex: If Wormwood is out the max capacity of any minion is 10. Would you be
able you bring out an 11-cap for only 10 pool? If it still costs 11 to bring
it out, does the minion then loose 1 blood as soon as it leaves the
uncontrolled region? Thanks in advance for any response.

Mmm. IANLSJ, but probably not. Cards don't affect uncontrolled
vampires unless they specifically say so (eg, superior Govern the
Unaligned, Memories Fading Glimpse, etc).

So, again, probably not. As a point of note, when Wormwood is in play,
extra blood will always drain off; the 11 cap can't have more than 10
blood, etc.

Correct.
