LSJ - Concoction of Vitality issue

Hi there.

If my minion has a Concoction of Vitality equipped:

[i]Concoction of Vitality, Equipment, 1 pool
Unique equipment. When the vampire with this card announces an action,
he or she may burn this card to prevent vampires from blocking that
action. If he or she does so, this vampire cannot play cards requiring
Disciplines until the action is complete.[/i]

and I want to play with him a Govern at inferior dominate ( D: Bleed
at +2 Bleed)

Can I burn the Concoction as I announce that I play a Govern, to make
it unblockable by vampires? Of course, after burning it, I won't play
discipline cards.

Thats perfectly right. Order is you play govern, then as you declare
that action, you activate the concoction.
