The situation:

I have 4 vampires, and 4 pool.
My prey has 4 vampires, and 4 pool.
My vampire with PRE calls Anarchist Uprising, and it passes.

Do I get a chance to play a Voter Cap to gain 2 pool (and thus gain 6
more), before I am ousted?

nope. you're ousted by the successful passing of your referendum. you
do not exist after that point to be able to play cards 'only usable
after a successful referendum' or what-not.
you do get the vp, though.

(although i guess if someone life-booned you, you could voter cap.....
and you would also gain the 6 pool for ousting your prey...)

Correct.

Note:

You would get the 6 pool, but not the VP. The Life Boon, being played before
the respective oustings, would be active when it came time to hand out the
VPs, so when you get the VP-and-six package, the VP is given to the player
who played Life Boon instead. You could, of course, then play Voter Cap to
get even more pool, yes.

that's quite interesting......

i'm trying to think of a way to exploit it, but my cursory examination
is being foiled by life boon being out-of-turn.

As others have noted, timing for Voter Cap comes after the vote is resolved.
However, IIRC, if someone else is acting, you can still benefit from Bribes
(i.e. if you have 4 pool and 4 minions and someone calls an Anarchist Uprising
with Bribes and you vote in favor of the vote, you should get the pool in time
to keep you from being ousted). Please correct me if I recall incorrectly.

Correct. The Briber collects when Bribes is played. Everyone else who
votes in favor collects when the votes are tallied.
