When a bloodhunt vote is called, can Heidelberg Castle be tapped during
the Referendum (before it resolves) to transfer blood and equipment off
the Vampire being judged?
Also, cards played during a Referendum are not replaced. Does this apply
to discards as well? If I tap the Barrens during a Referendum, do I get
to replace the card?

No, not with the current errata on the Castle. The Blood Hunt is part
of the action that led to the diablerie.

Yes.

No, since no cards are replaced.
