No.
Uncontrolled vampires are not legal targets for any effect without
specific card text.
Jerry lacks such card text.
1.6.1.5 of the online rulebook
Targets. If a card is played on another card, or selects or chooses or
otherwise targets another card, the target card must be in play (i.e.,
controlled). Vampires in the torpor region are eligible targets by
default, but vampires in the uncontrolled region and contested cards
are not.

Yeah, that's what I figured. It came up in a game yesterday, and it seemed
like such a good deal tha it couldn't possibly have been legal, but there is
always the possibility that there was some sort of kooky clarification I
hadn't seen :-)

However, keep in mind that Jerry's special works on vampires in torpor,
and also works even if HE is in torpor.
Jerry's special is highly underrated at first glance; and that's even
when you think it's a strong special to begin with. You really have to
play with it a few times to appreciate just how good being able to
rearrange things as you need for your turn is.

Yes, Jerry's special is amazing in terms of blood management.
Also note that it can be used on Chicago Blood Brothers that you don't control
(controlled by other players). Which means if two Chicago BB decks are at the
same table, controlling Jerry is crucial (otherwise he can steal all of your
blood each turn).
