Independent. Red List: Rabbat may send a vampire to torpor or burn an
ally as a strike. If she hunts, you may move 1 of the blood she gains
to your pool. She cannot take (D) actions or block actions that aren't
directed at her or at a card on her.
Because she'd have to use the her own hunt action (per cardtext), and
the NRA allows a minion to perform an action from a card in play only
once per turn. Thus, she can't use her own cardtext (just the same way
Enkidu can't rush twice per turn with his own cardtext) to hunt on the
second action. If she has no blood, she's untapped, and can do nothing
but hunt, which means she can't do nothing for this turn (unless she
somehow gains 1 blood).

She can only hunt once per turn.
Err, that is: She can only hunt once per turn, unless something else
provides her with non-normal hunt actions (Abactor, Restricted
Vitae, ..)
Kyoko's "hunt" is an non-forced alternate hunt action. Kyoko's text
does NOT read the same way as Week of Nightmares for example.
Therefore, she can only take her personal hunt action once.
