Gratiano becomes Regent and loses his Priscus title. Can he casts his
vote in prisci subreferendum if:
a) there are other Prisci on the table
b) there are no other Prisci in play.
I would say that it is yes in both cases, but we need some confirmation

if Fall of the Sabbat has been played.

I remember the screams when people realised this was possible with
Regent, and how broken it was going to be. Never really set the world
alight. Nice to see that some people are still working on it, though.
Is it wrong to want to add Legendary Vampire into the mix, too?

It's not playable if the Sabbat has already fallen since it says "Put this
card on a Sabbat vampire you control with a capacity above 7." Otherwise,
yeah. If the Sabbat were to fall with Regent already in play, the Regent
would still get a single vote and the rush action would not be usable.
Nor could the card be transferred via diablerie.

Well, you could still play it on Mata Hari. That would give her a
(non-title) vote and the inactive title of Cardinal, which would make
her independent 2-vote title go away. When the player controlling Fall
of the Sabbat was ousted, her Cardinal title would be active and newly
reactivated Sabbat could rush her.
This would only work if she'd gone Into the Fire. I don't think Mata
Hari's ability lets her hold a Sabbat title without actually being Sabbat.
If she hadn't gone Into the Fire, she'd be swapping her "2 votes" title
for that of Cardinal, which instantly becomes inactive regardless of
whether or not the Sabbat has fallen because she's the wrong sect.
She would gain the extra vote and could get rushed by Sabbat if there were
any. Sounds like a great deck!

I'm not sure you could, since the card doesn't actually *require* a
member of the Sabbat, it just goes on one.
Right. You just have to control one -- it needn't be ready, so the
card doesn't require one.

No way. A vampire can only cast his or her votes in one way (and must
cast all available votes in the same way).
