Mariel/Elysium may be used after TB has been played, yes.
TB is "as combat is entered", not before combat (errata).

No, it's up. But apparently many people were silently unsubscribed
from the list (again). Sorry about that - I don't know what's
causing these problems.

It's a mailing list for VTES-related discussions. To subscribe,
send e-mail to list...@oracle.wizards.com and put the command

SUBSCRIBE VTES-L FirstName LastName

in the body of the message (without any non-command lines, like
a signature, to confuse the listserver).
