His claim was that it was just like playing a trap. You can play as many as
you like during combat, regardless of whether the prevent was necessary at
the time of playing. If this is the case, then why can you not play as many
fortitude cards as you like, even if there is no damage to prevent? Or can

It's not damage prevention. It's "may prevent ... each round". See also

If it said "prevent 1 damage and prevent up to 1 damage on each following round",
then your argument would hold.
You cannot play damage prevention ("prevent 1 damage") unless you have damage
to prevent.

Can I also play skin of steel (sup) without recieving damage?
No. Skin of steel prevents damage. Superior is "as above" and sets up
a future prevention effect. (card text)
