because the card says choose a ready gangrel but nowhere it says it
must be camarilla. but i believe that the card turns the vampire into
camarilla
my friends said me that the vampire must be camarilla, but i still
have the doubt

Wrong. "2 votes" is a title.

Correct. So Xaviar would lose his "Xaviar has 2 votes" title when
he gains his Justicar title.

No. "I have two votes" is not tied to sect.

so if i play a writ of aceptance in xaviar he becomes a titled
camarilla vampire, so it can be aided by efects like the elysium the
palace of versalles, to gain one aditional vote, right?

My ELDB may have out of date text. (I don't remember any changes off
the top of my head but...) If so, ignore this.
Elysium: The Palace of Versaille specifies Primogen, Prince, Justicar
and Inner Circle. Xaviar with a Writ is not one of these. Camarilla
and titled, yes. Eligible for E:PoV, no.

the older version of the elysium says so, but the new text says tap to
give 1 aditional vote to ANY titled camarilla vampire you control, it
no more says "primogen, prince, justicar or inner circle"
