Requires: capacity 7
Requires a vampire with capacity 7 or more.
Only usable at the end of an action blocked by an ally or a vampire of
capacity 5 or less (after any combats). Not usable if more than one
round of combat has occurred nor if this vampire has lost 3 or more
blood this action or ended combat before the press step. The action
continues as if unblocked.
If Beast rushes a vampire and they throw a chump blocker in the way,
then beast beats said blocker into the ground in the first strike
phase of the combat. Can he play momentary delay to continue toward
the original target?
Assuming that Beast didn't lose three or more blood, sure, why
wouldn't he be able to?

Looks legit as long as all the conditions are met.
Hmm :Not usable if ... this vampire has lost 3 or more blood this
action...:
Brujah and Tremere bleed / bruise with Tastes looks a bit
better...assuming MD is triggered by the vamp gaining blood at the end
of the combat, with no presses.
Why wouldn't he be able to?
* Beast cannot play action cards. He cannot have or use equipment or
retainers. Check.
* Only usable at the end of an action blocked by an ally or a vampire of
capacity 5 or less (after any combats). Assuming chump blocker is cap 5 or
less. Check. (it even specifies after combat)
* Not usable if more than one round of combat has occurred. As per your
question, check.
* nor if this vampire has lost 3 or more blood this action. That includes
hitback, but I'll just assume said chump blocker hits for 1 and you didn't
play burning wrath or anything, so check.
* or [this vampire] ended combat before the press step. Beast didn't end
combat. Combat just happened to end because 1 minion was no longer ready.
...but if Public Trust or Govern bleeds from my 2 above examples use
up 3 blood before combat, no MD.
I don't know that the tastes help - even if blood is gained back, the
vamp still lost blood:

Now, Ven/!Ven bruise/bleed with lots of prevent, that might work.

It doesn't say "has 3 or more less blood than he started the action
with".
If you've lost 3 blood during the action, you can't use MD, even if
you have subsequently also gained a bunch of blood at other points
during the action.
