No more or less so than letting Camarilla vampires vote on a Crusade or
letting all sects and clans vote on who should be the Ventrue Justicar.
It's a game balance issue.

It's a design consideration, yes.
In VTES, the Red List is not a Camarilla tool.
It is a mark that designates that someone in a position of power
wants someone else eliminated. That's all. It has a great deal
over overlap with the pseudo-VTES-canon material (i.e., the
RPG source books :-), in that the same vampires marked for
destruction in one are marked for destruction in the other
and vice versa et cetera ad naseum. :-)

VTES as a card game. V:TM is a role playing game. They share source
material, but often have differences.
Sometimes, the RPG "history" or whatever has to take a back seat so that the
game works better. Like in this particular case.

Hmmm.....i'd like to see mini comics come with starter decks. you
know, like you used to get with the original Masters of the Universe
(He-Man) action figures. they could be used to fill backstory, or just
be a neat little thing to spend 5 mins reading. if you had a different
one for each starter, or maybe a large number of them, and a random
one in each starter, then it might help increase sales of starters.
that added value Fred wanted, just not in a straight cards sort of
way.
that way we could still keep WoD "canon" ticking over, or whatever, or
at least just be interesting.
yeah, mini comics! woooo! just little B&W booklets like the rulebook.
perhaps excerpts from already published WW comics (although maybe
not....)
or maybe just short stories. don't need art then. you could even just
use fan submissions.
i want story!
and, perhaps some more coffee or sleep. i think i need at least one of
those.
