[LSJ] Sunset Strip and Reducing Costs

When do I tap Sunset Strip to reduce the cost of an ally I'm
recruiting or a retainer I'm employing?

A) When I play the ally or retainer card
B) When the action to recruit or employ is successful

I assume it's A, since Sunset Strip doesn't mention reducing the cost
when the ally/retainer is played, but I'm wrong about this stuff all
the time...

Sunset Strip, Hollywood
Master: unique location.
Tap to give all vampires +1 stealth on hunt actions until your next
untap phase. Tap to reduce the cost to recruit a mortal ally or employ
a mortal retainer by 1 blood or pool (but never less than 0 blood or
pool).

I'd wager that because the card doesn't specify timing (e.g. tap *when
announcing*... etc.), it is used when the cost is paid.

Like:

Billy recruits a Political Antagonist. DI? Blocks? Ok, action is
successful, I tap Sunset Strip and pay only 1 pool.

Er, yeah. Somehow on the way from my brain to the keyboard there was
some kind of an insurrection - I actually assume that it's option B,
because the card doesn't mention timing.

Either is fine. You may need to tap it at announcement in order to attempt the
action you could not otherwise afford.
