I have Nehsi in my ash heap. Saqqaf plays Eternal Mask at superior,
targetting Nehsi, moves all his blood to Nehsi and plays Daring the
Dawn at inferior. The action is successful and I would gain 1 pool
from Saqqaf's special before Daring the Dawn burns Saqqaf with 2
aggravated damage (Saqqaf has no blood because he moved it all to
Nehsi), correct?
Next, Nehsi plays Eternal Mask at superior, targetting Saqqaf, moves
all his blood to Saqqaf and plays Daring the Dawn at inferior.
Finally, Saqqaf plays Eternal Mask at superior, targetting Nehsi,
moves all his blood to Nehsi and plays Daring the Dawn at inferior. I
now gain another 1 pool, because this Saqqaf and this special ability
is different than what happened earlier due to the ash heap wiping
memory, correct?

Well, he plays Daring the Dawn before the action resolves (so before moving all
his remaining blood to Nehsi), but yes.

Ah yes, I did write the sequence of events in the wrong order. Eternal
Mask gets played and I have to announce the target of the EM right
now, but not how much blood will move, correct? Then the Daring the
Dawn is played. The blood will move to the EM target before the DtD
damage happens, correct?

Yes.
So what happens if Saqquaf plays EM with daring the dawn, and targets
another Saqquaf in the ash heap. Do you end up with one ready untapped
Saqquaf with all the blood of the original, one burned Saqquaf, and
one more pool than you started?
Or does the Saqquaf entering play contest the original and burn
immediately (before you can move blood), and then the original takes 2
agg?
You can't choose to self-contest, and thus can't target Saqqaf in the
ash heap if you've already got one in play.
It comes into play "with any amount of blood from this vampire", so you can move
blood to it. But then the incoming copy would burn (not sticking around to see
if the acting vampire would eventually be burned by Daring the Dawn).
You would still gain a pool for the successful action, though.
