I made this decklist and was supposed to play it at the Scottish ECQ,
unfortunate events (getting a job) threw a monkey wrench in my plans
though
so I never got to play it. I also play on the Free States/Shattering
combo to remove ready regions, recycle whats needed more in the mid
game via the powerful
ashur tablets engine and have the con boon/embrace module in place for
bloatation. Most likely need Uncoiling as the 68th card. One copy of
entrancement might
slip in too. I think a second copy of Command is needed to reliably
get more actions since I dont play any freak drives in this deck.

I can't really see the advantages of playing FSR to support Shattering
Crescendo. Why don't you simply play another SC with another vampire?
CONs: "star" vampire. The rest of the crypt can't play Melpominee
cards. Needs Freak Drive. Needs a vote module (in which Madrigal is
counterproductive).
PROs: vote is an alternate way of ousting but... there's no other vote
than FSR. Stealth with all minions but... is that really useful (I
mean you can stealth and have access to two block denials with Mel).
Voter cap pool gain.

Hunger Moon is a double-edged sword, especially with no way to gain
back blood during the master phase (except Coven, but ah, it also
benefits other Methuselahs). the Bitter and Sweet Story (+ the Elder
Library) shows that you have hard times getting two Shattering in
hand. Why don't you reduce your library size?

So, basically, you could remove 24 cards, change the stealth so you
can play Cloak of Veil the Legions for others Daughters, and play more
Shattering Crescendo. By changing the crypt, you could also swap a
Opium Den by a Paris Opera House. You'd have to change the bloat
module (trade Villeins for Vessel + Perfectionist for example).

Because there are more vampires that can play Free States Rant, and
because Scout can remove 10 blood from the table by doing the Free
States Rant and following it up with a Shattering Crescendo.

None of these drawbacks are sufficient to prevent the deck from
working. Madrigal could certainly be replaced.

Carna and Nieghbor John and their lookalikes are endemic locally,
actions require 2 or more stealth or no stealth at all.

Because Dragonbound reduces my hand size. Keeping my hand size at 7
or 8 is much better than anything else. Reducing the library size
does not in any way affect the having only a 6 card hand.

No, there isn't much value in that. This deck is to play Free States
Rant to get vampires in range of torpor from Shattering Crescendo.
Anything else is another deck. See also: the decks I've already

10 is not better than 12 (2 Shattering Crescendo). Why does it need to
be Scout that does everything?

I'd rather play 1 minion with an infernal penalty that can play all
the cards at superior and help my vote to pass than a crappy 5 cap.

Hmmm, they have to burn blood for it. Isn't it what you want? (And I
assure you that blood is lost, either because the FSR passes or
because vampires spent blood to make it fail).

It does when you want to have two copies of SC in hand. But I
understand the need too have a bigger hand size. Maybe the event isn't
the greatest card to do it (hey, if you keep Scout, you could even
play Monastery of Shadows)

Ok. Play "block fails" cards then, and Pentex if Mr./Mrs. +5 intercept
is too annoying.

Duh. You must have a very wallish metagame then, if someone plays a
reaction card on each action you perform. For my part, Perfectionnist
triggers much more than not. And adding the Perfectionist doesn't
change your stealth module, or the fact you're being blocked or not,
does it?

your mind.
Hillanvale is the second vampire into play, after Scout. If the game
is going well, a Follower of Set can be third.

The deck requires precise targeting.
Precise targeting requires the vote to pass.

Ok, but that isn't this deck and your demands to remove it won't
improve this deck, they'll simply create a different deck.
Ok, but with 3 Scout and 2 Hillanvale, chances that you get both in
the starting crypt are only of 25% (=the chance that you get neither
+the chance that you get only scout + the chance that you get only
Hillanvale = 7*6*5*4 + 9*8*7*6 + 10*9*8*7 out of 12*11*10*9, which is
roughly 75% of failure). So you'll probably play with only one of
them.
Anyway, you don't plan to get out all six vampires? (would be 31
pool), so why don't you focus more on the key vampires?

Oh, I thought you knew them (ARDB or FELDB are your friends) : Siren's
Lure and Phantom Speaker (the latest works only on younger vampires,
which should be ok if you play Scout). You can even play Toreador's
Bane which allows you to continue the action when blocked by an ally
or younger vampire (or Tore or !Tore)

Sure, but I was just pointing out that for the same result (ie:
removing blood from vampires and send them to torpor), FSR seems to me
an option with many withdraws and few pros. Just as adding Shattering
(the anarch card that deals 2 damage with protean) would be.
But true, I do not offer to improve your deck (because I just don't
believe in its efficiency), just offering some new ideas to turn it
another way; sorry about that.
