It seems like some pets are better at following/stealing than others.
Do they get smarter with time? Might be imagining things here.

Like the header says, my pet just won't follow me. The longest I have
ever been able to keep a pet is about 3-4 levels, and thats rare. I have
even tried killing things, picking them up and throwing them to my pet.
It makes the pet really happy, but it still doesn't seem to follow me
down stairs. The only time I have ever got it any distance was when I
found a leash.
So, what can I do to get my pet to follow me for longer? And, apart from
a leash, is there any way to make sure it comes down the stairs near me.
I pray to the great god thoth for guidance. (However, anyone else can
feel free to answer instead).

They can be trained. Feed your pet after stealing an item to train it.

I have found that if you wait until the pet is standing next to you
while you stand on the stairs, it will follow you down the stairs.

That's just my experience, however..

Me.
