Where is Vlad?

I am in the gehennom with my valkyrie. I have allready killed the wizard
of yendor about ten times. I have the book of dead , the bell of opening,
but I am unableto find the Vlad's tower. Can anyone help me with this
problem? It is getting rather boring to play , when i can't go to get
the amulet

Does my bell of opening (0) need charging before i can use it?

I've had it at least two times on Orcus' lair, but never on any of the
other special levels.

I'd recommend magic-mapping every level of Gehennom from the bottom
down, while standing on the up staircase to prevent confusion, and
looking for another up staircase. This leads to Vlad's tower. Caution:
it *might* be under a known object and if there are any umber hulks
around there's a good chance that it's buried under rocks that you've
seen before or discovered by object detection.

I'm not sure that it can't be on special levels, but I remember it as
always being on a normal maze level.

Yes; opening Moloch's Sanctum requires one charge if you do it right.
Trying and getting it wrong wastes a charge. Better use a blessed
scroll to give it a few extra charges.
