Does Angband (or any variants) keep track of the sex of monsters?
Are there any sex-related susceptibilities or dependencies?
For example, I feel that a Wand of Cold Balls should be effective
only against male monsters. Also, there should be a penalty
(-5 Charisma perhaps) for a male character that wields a broad
sword. ;)

ADOM does (Ancient Domains Of Mystery). It's not an Angband variant
by any definition, but it's rogue-like (and it lacks graphics!!!!!)
You have male and female creatures (I don't think they are defined
as "monsters" since they are rated for hostility ("does not care"
"hostile" and probably several stages in-between (I haven't played
much, because I can't stand games that try to use ascii characters
as graphics)

Sounds nasty. I don't think ADOM has this.
If someone makes (or is making) a more open-ended rogue-like game
(in the style of Daggerfall, but with gameplay instead of buggy
3D graphix) it could be possible for male characters to marry and
have children (or have children and then marry, or not marry at
all), but female characters should not be able to become pregnant
as this would prevent them from adventuring for the next 9-11 years.

9-11 years? Huh. They'd just have to move more slowly while pregnant
and not fight as much, take a few resting and maybe shopping a bit, then
pay one of the store owners to babysit for a year or three. But it would
pay off as the kids could then travel round with them and carry stuff.

Well, Angband's later versions and all variants based on them have
gendered monsters. You'll see this in things like 'She/he/it' flees in
terror or some other messages that use gender. Most of the genders are not
very well done though IMO. Don't have any specific examples but the
various things like 'novice rogue' or 'orc shaman' can be male OR female
yet the game generally puts any could-be-both chars as either 'male' or as
an 'it'. I don't know if each char could be randomized to be either a he
or she and whether this would even be that useful a change considering the
amount of code that might need addition..I really don't think it would be,
just something to whine about that needn't be changed :)

Should other things be done gender-wise? Not really. I think that the
game plays fine as is and don't see any changes that would be of any great
import or use.

Ye gods (and Morgoth too!) that's sexist! Seems to me that your female
-hero- might, admittedly, have to take a few months off at the end of
her pregnancy, but that's less time than is taken up by the male's
typical tavern crawl. (Speaking of which, perhaps town needs a tavern?
Better place to townscum than 50' down in the dungeon) After the kid
is born, why's the mother need to stay home for 9 - 11 years? Mothers
have abandoned their kids before, and that's if the stable boy father
can't stay home and look after the brat.

Americanism - "broad" is a slang term for woman.
