[V]Randarts in 3.1.1

In my currennt game I have so far found 2 randarts which both seem a
little overpowered given the low depth at which I found them

First :
Flail of Dannar (2d6) (+8,+18)
+1 char
branded with flames
cold immunity
SI
haste for d20+20 turns (100-200 recharge)

The combined cold immunity + haste seem a bit much for an artifact that
was found on level 6

second:
Hard Leather armor (-1)[8,+17] (+2)
+2 dex,con
acid immunity
r fire,light
slow metabolism

With normal artifacts I remember immunities being significantly rarer

Are these randarts normal?

The artifacts themselves are nothing unusual, but yes it is lucky to find
two immunities both early on. Finding *any* artifact at level 6 is lucky,
though I suspect you would only get one blow with the flail at that level.
Immunities on a weapon are less useful than additional damage output.
