Does anyone have a user/parts manual for this game? I have the
schematic. Does a manual even exists for this machine?

I just ordered schematics for a Sea Devil from Steve Young. I asked
him the same question and he said he didn't think a manual ever
existed for these types of games.

I hope I (he) am wrong, so if you do find one, please let me know.

I uncrated one when new. No manual came with it, only schematic. LTG :)

Midway's Parts Catalog - red ring binder with cover page
dated 1/70 has parts and diagrams for Sea Raider.

Has sections for:

Standard parts
Jet Rider
Sea Devil
Sea Raider
Flying Carpet
SAMI
White Lightning
Invaders
Wild Kingdom
Sea Rescue &
Whirlybird.

Steve may have reprints of that catalog, If you need
the part number for something in particular, let me know
and I'll look.

I have the Schematics for the game, both the electro-mechanical part
and the "electronic sounds". I don't have any other paper work for the
game though.
