This isn't exactly 2000 but you get the idea.
Tactics used:
Wraithguard and Warlock advance together, Warlock Guiding the W.Guard.
Avengers bodyguard the Farseer.
Banshees hang back until they can charge, and then rip up whatever they
charge at.
OK, let's have some suggestions.
BTW--I faced almost this exact army list two days ago--just remove some
Banshees and add another trio of Reapers and you've got it.

Call me silly, but by all means, you should kill him. He has what -
maybe 25 troopers? No Guardians? Piece O' cake. Okie, assuming you are
playing marines vs swiss.....
Take two Assault squads - 20 Marines in 2 - 10man squads. Don't
give them anything else, keep them as cheap as you can. Don't split them up.
By keeping them 10 strong you can suck up a few more hits before you need
to check morale (er lead). Thats what roughly 640pts? Take a pair of Tact
squads, give em a heavy bolter each, no special weapon. Your now around 1400
pts give or take. Take whatever you want for characters - up to you. I always
skip on wargear for my character, so what i would tell you, you might not
like.
Give everyone Krak grenades if they don't have em already.
Don't worry about your lack of heavy weapons - You can charge your
Commander at the Dread and destroy it easy in HTH. Just make sure your
commander can parry.
Tactics: Keep everyone 'covered' ie line up your squads so that they
can provide cover for each other, assault troops up front. You might want
to run one tac squad up to a good spot where they can sit and rapid fire
all day long, and to be safe, have a squad be on over watch behind em.
Your opponent has nil amount of imagination, use that to help you
flush him out. An example - set up someone so that he appears to be all
alone, then turn the hammer and crush the ones that fall into the trap....
remember, you don't need to kill everyone, just complete your
objective.....
What kind of army (or amies) do you have access to? The strategies used by
Chaos forces and Orks aren't exactly the same. Besides each army has its own
characteristic which can usually be used to its maximum potential with the
correct strategy.

Well I think his army sucks big.
Why? - Well he dont cheat but letting both exarch having the same powers? They
are suposed to make the exarch individual.
And where is all the guardians, the main body of all eldar armies.
And i think he has to many WS. and Wraith G. Isnt wraith G. suposed to be used
only in times of great need? Such as an major tyranid attack against your
Craftworld...
Well his warlock and farseer does look weakly protected, use a assasin with
polymorphine to get close to them, kill a WS. Or shoot alot at them, they only
one have 4+ save, very strange having your(his) comander so weakly protected.
Uh? what army do you field? Marines, I.G, stealers, orks...
The exarchs are have nasty WG, and WP. Kill them quickly.
Take the battle to his side, but make sure you cover your back.
Dont forget to buy ageis suit and psychic hood, eldar have cheep psychic
powers as you know.
Engage the Wraight G in HtH, that will stop them from using their feard big
gun. The same with WS, they cant warp jump out of HtH. If he says they can he
is wrong - look in the Eldar codex.
Maybe some Termies with Assault cannons or cyclones, kills most thing they
hit.
I m no strategy god, and have never fought against eldar, I usually allie them
with my Harlies.
What I have said above is not enought to beat him, if the "Gods" gives you a
better idea try that instead.
Hope it gives you some ideas.

-------------I am impressed at the psych powers, you know that the farseer
chooses first and whatever he discards is gone. ie the warlock cant get
them?

Watch his casualties, with squad numbers like that he will have to
make a break test at almost every time you kill something.
Wraithguard are tricky, a heavy bolter is about the best you can do,
with many hits that will penetrait fairly easaly you will at least knock them down so as to slow up his advance.
Hang back from the banshees and W
they will never get the chance to charge.
I would try a terminator squad (what army do you play) as he lacks the
heavy fire to take them out if you keep them in cover and covered by overwatch
marines. An armored vehicle would also do well, like a land raider with heavy
and ablative armour, maby transport the terms in it.
I know the warp spiders will get annoying, try and lure them into
attacking the terms and kill them with over watch. Another good trick is a
librarian with Smite or The Salamander because he can kill the spiders
without L.O.S.
If you are not above the cheese replace one of thoes Avengers with
an Assassign...
Personally I would try the terms in a land raider with a dev. squad
with a las cannon, missle launcher and 2 heavy bolters. Also a tac squad
with hv bolter of missle launcher and flamer (grate to set ws on fire!).
Also a scout squad could denie some cover to the spiders, just keep them
coverd or they will get warp spidered.
Hope this helps and I would like any comments on my thoughts and a
report of how your next battle goes, weather or not you use any of this.

This advice is mainly for sombody running marines, since that's
the most popular army I know of. But, you can use the tactics
for just about any army. Just change assault marines to
whatever the ork equivalent is. Sorry, but I don't know how
to make fast assault squats or flying tyranids.
I run Eldar and most of these tactics would make me worry
(and are part of the reason I wouldn't run an army like
your opponent does).

You do make your opponent randomly draw his/her powers from
the Eldar deck don't you? I would love to be able to pick
what powers my Farseer had every time, but really wouldn't
want opponents with the same ability. (Can we say Vortex?)
Hope for purge psyker when drawing your powers. (That's available
for marines, isn't it?)

No close combat weapons? Try giving a commander combat drugs
to chase these guys down. Nobody expects a marine to run
16". Otherwise, swamp them with jump packed assault marines.

Heavy bolters. Practically guaranteed that Wraithguard will at
least fall down. Also, they have no H2H weapons. Charge them.
(I don't run Wraithguard, but these are their limitations as
I see them.)
>4x 3 Warp Spiders
Jump packs. Keep all your troops moving QUICKLY or covered by
overwatch. Another alternative is put troops in vehicles, but
then you have to worry about Reapers blowing them away.
>3x 3 Howling Banshees
Avoid them at all costs. If they touch you, you're dead. At
least there's only three of them. Rapid fire bolters are nice.
>1x 3 Dark Reapers + Plasma missiles
Assault troops with jump packs are a real pain. Otherwise,
keep your troops out of line of fire.
>1x 3 Dire Avengers
Don't bother with 'em. Since there's only three and they're on
guard duty, they're not going to matter until you move to take
out the Farseer.
The vehicles are fairly standard to take out. Charge them
or blow them away with heavy weapons.
These aren't guaranteed to beat the Eldar, but they probably
will annoy your opponent a whole lot. (Hopefully turn him/her
into less of a cheese head, too.)
