I pretty sure I found it in an arts/crafts store, but I've got a snow-spray
can. Wasn't too expensive, but it works for most things; models, terrain,
and all those christmas decorations ya dig out once a year =)

The neat thing about this technique is that the cotton on several models
will overlap and create a single snow surface.
Try painting very fine sand with a slightly blueish white, then dust over
finely crushed glass to get that sparkly effect.
you can base a grainy (not fine) sand; paint it black, brown, or whatever;
then dry brush white over the top,
this gave me the effect of a 'dusting' or inch of snow. i then added very
small patches of static grass, one
or two to a base. looks like artic wastes to me.
