What is your playing style? Have you read the background on them?
Definitely the Ultramarines! :)
Strict followers of the Codex Astartes with no crazy mutations in
their gene seed. Responsible for over half of the Chapters during the
reorganization after the Heresy.

If you like assaulting
Blood Angels - Pure assault, crazy, out of control
Space Wolves - little more controlled cool wargear
Black Templars - Good assault setup, required Emporers Champion.
If you like shooting
Salamanders - Slow, lots of cheap terminators, Can force an extra turn
(gotta love that)
If your kinda in the middle
Dark Angels - Great fearless terminators, ravenwing bikes and speeders.
Ultra Marines - Sheep! Sheep! Lamps to the slaughter!
Well okay there not that bad *cough* They don't have any special rules as a
chapter but they also have no limitations.
Examples
Space Wolf Terminators - don't exist there are only bodyguards that take
terminator armor as an upgrade.
Dark Angels - Really expensive terminators
Blood Angels - If you don't assault your not taking advantage
Black templars - No dev. squads, required emporer's champion
Salamanders - there too slow, will almost always strike last in initiative.
Ultra - Straight codex army

Start your own damn chapter with your own fluff.
Use the basic codex rules. That is the best.
They will teach you to play with troops and
vehicles of all types with nothing super-special.
You will have to learn with low levels of characters
and no soopar speshel rulz other than the classic
"And They Shall Know No Fear".

If you don't like the Ultramarines then I would suggest the Ultraviolet
marines.

It's easy to beat anything with a Cheese Eldar army.
I whip my eldar opponent regularly with marines, I only lost the first
game of 3e we played to him. Eldar are not invincibile
