[40K] Space Marine HQ revision

Hi all,
I've been pondering a change to the HQ choices of armies that would bring
back some of the detail of 40Kv2. Anyway, I've broken it down fairly
basically and I have the following list for Space Marine HQs, comments are
more than welcome. These options replace the HQ choices for Librarians and
Chaplains in Codex: Space Marines.

SPACE MARINE LEADERS
A Space Marine army is usually led by an officer such as a Captain, however
smaller forces can be led by Librarians or Chaplains. Librarians can lend
psychic support to the battlefield, destroying their foes with blasts of
concentrated warp energy, while Chaplains can inspire their brothers to acts
of great courage and bravery.
Both Librarians and Chaplains exist in several ranks in Space Marine
chapters. These ranks represent their martial prowess, tactical experience,
devotion to the Chapter and, quite often, their age.
The greatest of the Chaplaincy and Librarium are expert warriors and master
tacticians, able to lead large forces if the need arise.

Chaplains and Librarians can be taken in any Space Marine army and count as
a HQ choice.

To use a Chaplain in your force, select a Space Marine Hero, then add
+25pts. The Chaplain has the same stats and options as the Hero entry, with
the following notes:
Weapons: Crozius Arcanum (counts as a Power Weapons) and Rosarius (4+
invulnerable save)

To use a Librarian in your force, select a Space Marine Hero, then add
+15pts. The Librarian has the same stats and options as the Hero entry,
with the following notes:
Special Rules: Psychic Power - Smite

Nice concept, but why would people bother with standard Force Commanders
when they can get the uber-chaplain instead? Assuming these changes would
also be available to mini-codex books it makes BA librarians even more
badass than they are already.

That's a good point. One solution would be to make the standard Space
Marine Hero entry 1+, except then you'd *need* a Hero to lead your army...
Have you got any ideas on how to work that out? Maybe only allow Champion
and Hero options for Librarians and Chaplains?

I haven't got the subcodices, sorry. I was thinking it would only apply to
Vanilla Marines, since I didn't know how it would affect the spinoff
chapters.
