The 40k rules seem to allow space marines to field multiple 5-man tactical
squads, each with one marine with a heavy weapon (lascannon, missile
launcher, etc.).

Is there a rule clarification or something in the main rules I'm missing
that basically would require a player to treat two 5-man tactical squads as
if they were a single 10 man squad that had split in two. (so for every two
5-man squads you could only deploy one heavy weapon).?

Nope. GW only tells you how you have to create armies in tourneys.

<snip> This would be considered a fluffy army. 2 5 man sqds, 1 with a special
weapon, the other a heavy weapon. It is quite an effective idea as the hvy
weapon wants to sit still. I have been know to take 2 5 man sqds with lascannon
and plasma gun, but I don't do it frequently. I do have a 6 man sqd armed that
way in a razorback, but that'a another story!
By the rulebook, you can do it either way.

The squad size can be from 5-10 marines. Whatever size you choose it is
treated as a single squad, not as part of a larger squad that has split up.
I can't even imagine how you came up with this thought

I came up with this crazy thought while reading the White Dwarf 252, Index
Astartes, where it describes tactical squad. (Take a look, if you don't
believe me) The description given was consistent with an earlier version of
wh40k, but not the latest. Because the description given in WD wasn't
consistent with the Space Marine army list (either in the main book or in
the Codex), I thought that perhaps there'd been a rule clarification or
amendment. I hadn't really been paying attention to other Chapter Approved
rule changes, and thought that perhaps I'd missed something.

In the 2nd ed of 40k you could only buy 10 man marine squads (excepting
the WD dwarf rules), but these could be split up in to two five man
combat squads during the battle. However, in 40k 3rd ed, you can just
have 5 man squads in the army list. This does of course mean that they
can effectively have twice as many special/heavy weapons, but I guess
you just have to think of them as the 5 remaning members of a 10 man
squad, rather than a 5 man squad with a lot of guns.
