Having been on the receiving end of a similar 'Mech, but one which
was fast enough to close in to 1 hex range after winning
initiative, I can say that the design is /not/ useless. 72 points
of damage does /not/ feel good, especially if it manages to unload
them into your rear arc. Not to mention an average of 1 head hit
every turn it does its dirty deed.
But I wouldn't bother putting 600 rounds of MG ammo on it, as I
doubt it will last that long! (The one in our game very quickly
attracted a /bunch/ of fire.)

Saw an IS unit like this about 12 years ago called a Pit Viper. It
was a nasty customer at close range, but really, how close are you
going to get to this thing. Its like the old Charger arguement.
Besides, the Thunderbolts are back and shutdowns are back in
fashion...

Before you buy.
Actually I can see one use for this mech, killing Urbies or
Annihilators in a city. It's faster, better armored, and better armed
than an Urbie and faster than an Annihilator. ;-)

Wait... "Designed with cheapness in mind", and you put a 400-ton-rated
engine in it? Drop it down to 1/2 and you'll save 5.8 mil right off the
bat. Then you can stuff in more machine guns, and it'll be even *more*
useless, 'cause it won't be fast enough to close with *anything*, not
even an Urbie. Maybe you could even go ICE for that real
bargain-basement performance... it's not like you need the heat sinks...
