[announce] 2nd Spring Thing

The rules for the 2nd Spring IF Comp have been posted at
http://adamcadre.ac/springcomp.html. There have been a few changes:

1) The entry fee is now $7. This is because the prizes are divided up
in a 4:2:1 ratio, so having the entry fee not be a multiple of seven is
kind of silly.

2) There will still be a maximum of 20 games accepted, but if more
people than that have games ready to go by the deadline, those whose
games don't make the field (ie, the 21st person on the list and onward)
will have their fees returned.

3) The deadlines have been shifted around a bit. Intents will be
accepted beginning September 30th, and the deadline for games is March
31st. The reasons are: (1) so the spring comp doesn't spill into the
summer; (2) to avoid conflicts with university schedules; (3) for
greater symmetry with the fall comp; and (4) because a huge part of
the rationale for this comp is to keep the fall comp from being full
of buggy and half-finished games. If, on September 30th, you find
that you're about to submit such a game to the fall comp just to get
it in by the deadline, and the idea of finishing the game and releasing
it outside a comp is unacceptable for some reason, perhaps you might
consider finishing the game, getting it thoroughly tested, and
submitting it to the *spring* comp instead of just tossing it into the
fall comp in its unfinished and/or untested state.
