How about in wand shops, and only in wand shops, you can recharge the
wand for a fee? Let's say 100 for 1 charge?

Drop wand.
Sifdsklafjik offers 200 for this wand, sell it? [y/n] n
Do you wand to recharge it? [y/n] y
That only costed you 1200 zorkmids.

What do you think?

Good idea.... as long as they can't recharge a WOW more than you already can.
Storekeepers should also identify items for a fee...

The price should be related to the wand's price (recharging a wand of
death shoud be more expensive than recharging a wand of light), or the
price should always be the same and you would get fewer charges for
better wands.

An other idea is to have wand shops also sell a certain, wand-related,
scroll, just like armour shops contain some weapons and weapon shops
contain some armours.

Only "specialized" ones. This would also limit the usefulness of this
feature: if you could have a general store's shopkeeper id everything,
id-ing things would become far too easy. Finding out what an item does
is one of the main challenges of NetHack and shouldn't be too easy, in
my opinion.

I do beleave some time ago someone posted the source for a new revision
to the shopkeeper code to allow them to perform special services, such as
Identify, Uncurse, Charge, Enchant, Etc (all depending on the shop type)

I have a copy but it's severly revised for my own version :)

If someone (maybe the writer) has a copy maybe they could post it?
