Hmm, here's how I'd handle it:
The werewolf uses her gnosis as Arete. She does gain Paradox, just like
mages. As with mages, unspent Paradox bleeds away at a rate of 1 point
per week. Any Paradox flaws would remain for their full duration. The
werewolf can use Gnosis points as if they were Quintessence.

This is how I would handle it:
The ST should note the exact EFFECT that the Mage is using when the
Ragabash
uses his Gift. The Rgabash recieves that Rote/Procedure for as his or
her new
Gift. The Ragabash will need to use all the appropriate props in order
to
use the new power (ie-Foci... This can be quite difficult for the Garou,
especially if the Garou in question does not possess the skills or
equipment
that the Mage used to enact his or her Magick, like computers, knowing
skills
like Enochian Language or Do (although A Kailindoist could *perhaps*
pull it off,
while a curious Uktena could learn Enochian, the Hermetic Langauge,
from certain spirits... for a price.) The new power is treated as a
Gift
of the Rank equal to the highest Sphere in the effect. On the flip
side,
the new power is now a *Gift*, and thus does not incur Paradox. As
certain
Gifts use fixed amounts of dice for their effects, the ST may chose that
the
new Gift uses dice equal to the Arete of the original Mage. It's
important
to note that Garou are not Mages(Sam Haight not withstanding). Any use
of
a Gift or other Garou power should not invoke Paradox, as the miraculous
effects of their Gifts are proper for them. Werewolves, by using the
wisdom
of their spirit mentors and allies to change the world, is right and
proper
for them. Normal humans should *not* be able to change Reality, and
only by
the auspices of the Godhood within them can they violate this basic
tenet of
the world... Thus Paradox.
I was under the impression that this gift could only be
used to steal physical items, but if it works for you then
fine. Gnosis seems like an acceptable substitute for
Arete. I don't think your Garou would have access to
personal quintessence (at least initialy).
If they are using a sphere then I would say by all means
use paradox on them, and have it affect the mage into the
bargain. That should really piss them off.
Of course it's entirely possible that the Garou couldn't cope
with the mental shift needed to use Magick. So the unfortunate
thief might go mad.
