RPG info for Bob "The Nailer"

I would appreciate if the opinion of anyone who is familiar with the
character Bob Lee Swagger aka Bob "The Nailer" from Stephen Hunter's
novels (Point of Impact, Time to Hunt, etc) in regards to what game
system be good run similar characters in, and what sort of stats Bob
might have in that system.

As for systems, I'm not too sure because I'm not a hugely system-diverse
person. Something very gritty and with a very lethal combat system, where
highly skilled combatants can make one-shot kills with little trouble, but can
also be killed in turn just like anyone else. Two systems which come to mind
are Rolemaster (using the non-fantasy rules supplements), and Millenium's End
by Chameleon Eclectic. ME is a modern-day slight alternate history where
from the Gulf War on history changes somewhat so that the world is a much more
crime-filled, violent place. ME also has very detailed rules for firefights
and small-unit ops, perfect Stephen Hunter stuff. However, I am not familiar
enough with the mechanics of either system to give you Bob's stats using them,
so I'll just use a generic 1-100 sort of rating system.

Well, Bob as of Point of Impact is in his mid 40's, lean, in good shape but
not overly muscular, with phenomenal senses and reflexes. He is very clever,
crafty, and sneaky, although not very well educated. He is an absolute GOD
with any rifle, and extremely capable with pistols and shotguns. he is
proficient with hand-to-hand combat and knife-fighting, but not overly
skilled. He is very stealthy, a great tracker, and an excellent small-unit
tactician. So...

Reflexes: 90
Perception: 100
Strength: 70
Endurance: 90
Intuition: 85
Intellect: 70
Charisma: 50

Rifles (any): 110 (!)
Pistols: 90
Shotguns: 80
Sub-guns: 80
Knives: 70
Hand-to-Hand: 75
Tracking: 100
Tactics: 100
Stealth: 90
Hunting: 100
First Aid: 50
Gunsmithing: 90
Investigation: 70
Leadership: 85

It should also be noted that Bob is very famous in military circles,
especially the Marine Corps. Survivalists know of him as well. In the books
he had the second-highest kill tally of any sniper in Vietnam, next to "Carl
Hitchcock"/Carlos Hathcock. Within the Stephen Hunter "world", Bob is very
dangerous and a highly skilled warrior, but a loner, recovering alcoholic, and
a very unfriendly and rough person, although this is tempered by his ability
to bring people to their best when it's necessary.

Bob is probably one of my favorite literary characters...
