Can an enchanter buy the Rule of 17 Perk (Power-ups 2, p. 20) to
create magic items that get to use Rule of 17? If so, must he buy Rule
of 17 for the Enchant spell (technically not allowed since it's not a
Resisted spell), the spell to be enchanted (e.g. Debility), or both?

Does it matter if the magic item casts the spell itself (e.g. always
on items like the second option for Debility) or if it must be cast by
the user (e.g. wand of Burning Death)?
