Jumps between quanta require a projector, and as yet Infinity hasn't
found a world other than Homeline and Centrum (and possibly Shikaku-mon)
where projectors work.
(But if you don't like that, see the bottom of page 30 of GURPS Infinite
Worlds.)
If you use magic or an innate Warp power, anything goes - you can visit
Q0 or Q11 (or Q-20 or Q666), if you can find a world on the quantum you
want to visit.

Only if you set up another projector on Centrum or another world where
they work. You could not set one up on Merlin because projectors
don't work there. But you could go through one of the magical gates
they'll be building.
If that can be done, then why have the restriction in the first place?
The restriction is probably there for a very good worldbuilding reason.
