There's a short section in the DMG on page 283 that covers dragonhide
armor. Assuming the dragon is large enough, it's doable. The time to
skin a dragon and cure the hide?
As a DM I would probably call it a day to skin and prepare the hide
(dependong on available skills and manpower) and hint that things are
progressing elsewhere.

IMHO the process would be similar to tanning snake-hide, so roughly 36-
hours per http://crotalus.kittycrack.net/tanning.htm, scaling (pardon
the pun) up the time to oil the hide, plus time to convert the
finished hide into leather armor which would require an armor-smith,
leather-smith, and of course time for fitting/etc per since armor, esp
leather should be custom-fitted to the owner.
How big is the dragon? There's going to be quite some variation.
