Fey'ri from Races of Faerun - balanced or not?

One of my players wants to play a fey'ri - some sort of elven tiefling. I saw
them described as an monster race in Monsters of Faerun but apparently they made
them a PC race in Races of Faerun. As a PC race they have a level adjustment 3.
The party is made out of 4th level characters so that would make him 1st level
character. What I'm interested in is do you find fey'ri to be overpowered as a
PC race or not? Is level adjustment 3 enough for all those sapcial abilites that
they have? I could post them here if necesarry.

in my opinion the abilities they get are not worth it.
of course, its cool to have a DR at low levels,
or SR.
while it may be nice for a character from 7-10 its totally useless
around this.
if you want a special ability you can get it much easier with another
race.

of course, they are cool and have lots of flavorish powers, but thats
it.

enervation 1/day imo is not worth a full ECL.

There is no innate distinction between "monster race" and "PC race" in 3E,
other than where each DM chooses to draw the line.

I'm looking at the write-up in Monsters of Faerūn, which IIRC gives them
the same abilities. I'd say yes.

Their favored class is sorcerer, but the only PC class I could see them
pulling off well is rogue. That makes them fragile: they lose three HD on
top of their racial Con penalty. In this light, a good build would be to
gain four spell-like abilities, each usable once per day, choosing
abilities that are synergistic with their shapeshifting, sneaking and
bluffing. DR isn't as useless for PCs in general as some have suggested
(although PCs will easily be able to overcome DR, their opponents aren't as
well-equipped). In this case, though, the character can't possibly survive
in melee either way.

If they choose, plausibly enough, dimension door, enervation, suggestion
and clairaudience / clairvoyance, they end up with two fourth-level and two
third-level spell-like abilities per day. Also, the caster level always
scales up, unlike a multi-classed spellcaster's. That's the equivalent of
fourteen spell levels. If they'd taken three levels of specialist wizard
instead, they'd have gained twenty-six spell levels, Fort +1, Ref +1, Will
+3, 3d4 + Con mod HP, BAB +1, a character feat and a bonus feat. Even a
generalist third-level wizard has sixteen spell levels.

The major problem with allowing fey'ri at ECL 4 is that they combine an
extremely potent offense, including spells that the rest of the party won't
have access to for at least another three levels, with extremely poor
defense. That combination isn't likely to survive long, and if it does, the
player will probably get into the habit of striking first with enervation.
