Our ranger was asking if he can use Ensaring Strike with Horde Breaker
to get two targets. I told him no, but I was thinking the 2nd attack
actually a later attack, it's not really clear from the wording if it
would work. On one hand it seems a bit overpowered, on the other hand
rangers kind of suck in 5e, so I might be inclined to allow it.

I was able to find an answer to this in my searches.

* Horde Breaker: Once on each of your turns when you make a weapon
attack, you can make another attack with the same weapon against a
different creature that is within 5 feet of the original target and
within range of your weapon.

* Ensaring Strike

1st-level conjuration Casting Time: 1 bonus action Range: Self
Components: V Duration: Concentration, up to 1 minute
The next time you hit a creature with a weapon attack before this
spell ends, a writhing mass o f thorny vines appears at the point o f
impact, and the target must succeed on a Strength saving throw or be
restrained by the magical vines until the spell ends. A Large or larger
creature has advantage on this saving throw. If the target succeeds
on the save, the vines shrivel away. While restrained by this spell,
the target takes 1d6 piercing damage at the start of each of its turns.
A creature restrained by the vines or one that can touch the creature
can use its action to make a Strength check against your spell save DC.
On a success, the target is freed.
At Higher Levels. If you cast this spell using a spell slot of 2nd
level or higher, the damage increases by 1d6 for each slot level above 1s

Yep basically the Ensnaring Strike lasts one minute, and is expended once
you actually hit a target (and thus attempting to ensnare it) within that
minute (whether or not the target breaks free)

Horde Breaker just allows an additional strike each round at a target
within 5' of another target that you are attacking (or have already
attacked) whether you've already hit any targets that round or not. If
the Ensnaring Strike has already been used on a target that round, it
cannot affect any additional targets because it has been expended.

Have you seen Mearls' revamping of the Ranger class in yesterday's Unearthed Arcana article on the WotC website? It's not official yet, but it looks like it will be after a short playtest period and feedback from the masses. I suspect some of it will be toned down a bit. It "seems" to address a lot of the criticism of the original ranger class.
