Color Spray vs. A Swarm

I'm wondering what the group's take on the following might be. An
insect swarm is advancing on a first-level party in an online game I
DM. They don't have a heck of a lot of options, but the sorcerer does
have Color Spray.

I see nothing in the description of swarms and their immunities or the
spell description to indicate that Color Spray should not be effective
on a swarm, if beetles have "eyes." So I'm inclined to allow the spell
to work on the swarm.

What do you think?

It wouldn't be rules-legal, since /Color Spray/ is a mind-affecting
spell and insects, having the "vermin" creature type, are immune to
mind-affecting spells. The fact that the insects are in a swarm
doesn't change that, since a swarm retains the characteristics of its
creature type (with a few exceptions described in the section on
swarms).

What does their monster type say about mind-affecting spells?
