A spell that was inspired by another RPG's spell that worked reasoanblely
well IMC was Firebane. A 1st level spell all it did was prevent any form
of fire igniting anything within the area (already burning fires were
unaffected)
Unlike most AD&D spells the area of affect didn't move, the casting time
was too slow (5 rounds) to be useful in combat, and the spell didn't
affect the casting of other fire spells.
Nice spell for the mage that doesn't want his library to become kindling.
We fiddled with a spell that did the same thing for fire spells but it
didn't work all that well.
And a serious reply:
This has been done several times in TSR's rulebooks and in Dragon
Magazine, but probably the best way to make elementa-based spells
is find an existing spell, and tweak it.
Examples:
Melf's Acid Arrow -> Melf's Flaming Arrow
Identical to M'sAA, but starts the target on fire instead of
doing acid damage.
Magic Missile -> Flame Bolts
Identical to MM, but does 1d6+1 against cold-using/dwelling
creatures, fire-based creatures immune, may start target on
fire.
Light -> Magical Torch
Identical to light spell, except it must be cast onto any
normal piece of wood. It isn't consumed or harmed by the
flame, which can't be blown out or suffocated. It will be
put out if doused with water, however.
Continual Light -> Eternal Torch
Same principle, except dunking it in water will put it out.

Summon Minor Elemental - 1st level
Summons a minor fire elemental with D4+caster's level HP, fights as a
1HD monster, magic or silver weapons to hit.

Snap, Saurial flameflingers are a definate blast. Mine was obsessed with
turning himself into a dragon through ever more intense exposure to fire.
(Dont ask he was a total psycho, my DM really regretted letting him
survive to 5th lvl, haha burn blast incinerate..)

I had a spell very similar to this, but it summoned even a smaller Elemental
(1Hp/2Lvls). I combined this spell with another.
Elemental Task - 2nd Lvl(Ench/Charm)
Components-One of the casters hairs, tied like a leash, and an appriate container,
such as a flask, ceramic dirt pot, ice cube tray, etc.
Binds a minor elemental (<1HD) to a certain task for 1001 days. I kept a minor fire
elemental in my camp stove, a minor ice elemental in my food locker, had several
windlings sweep up, and a rather stupid gardener (having a 0 Int, he sometimes ripped
up the pretty flowers). I also obliged the gnome in the party with the occasional
lightning elemental to power his inventions.
