When an artificer makes a scroll of a spell that is not normally on his
spell list, he needs to make a UMD roll. When he then proceeds to
actually cast that spell from the scroll, does he need to make a second
UMD roll?

friend use it? Can his wizard friend copy it into his spell book?

Having had more discussions with the development team, here are a few
answers to a few common artificer questions:
1. When an artificer makes a magic item such as a scroll, it is considered
to be arcane or divine based on the spells involved; if it could go either
way, the artificer decides. It is up to the DM to decide if an arcane scroll
created in this way can be copied by a wizard; if a DM wants to deny this to
restrict access to spells, that's his privilege.
2. "Infusions never allow saving throws" is in error. Infusion saving throw
DCs should be based on Intelligence.
3. Item creation feats cannot be applied to infusions, so no wand of weapon
augmentation for you.
4. The craft reserve cannot be used to pay the cost of spell storing item.
5. Craft Homunculus will allow you to create any type of homunculus,
including those in the Eberron book.

No... The Wizards spells are quite different from infusions.
Infusions are not spells, but they function like spells and follow
all the rules for spells.
Infusions can't be used on living creatures either, only on
inanimate objects or constructs.

True, but not what he was asking about - an artificer can scribe scrolls of
any spell using a UMD check to simulate the spell, and using his XP or Craft
Points to cover the experience cost. This is separate from his infusions.
