This question is confusingly written. But my best attempt at a reply
is:

The fleet can support any action in any province it can move into.
Just like an army.

No apply this rule to the cases mentioned:

No... it cant move ST.P(sc)->BAR

A fleet ST.P(nc) could support attack into or defense of BAR.
Incidentlt, an army St,P could not, as it can't swim.

No... Fleets cannot move inland, they can only move to sea or along
coastlines.

So no fleet can ever enter Moscow (baring certain bizare varients I've
heard off)

So no fleet can ever support an action in Moscow.

Bottom line... Can a unit move to province X? (without beiung
convoyed, that is) If yes, it can support attack into X, or defence
of X. If no, it cannot support actions in X. Simpole rule.. apply it
in the simplist manner and you'll get the cases right.

Simple rule... apply it in the most simple way possible.

Any unit can support an action in any territory that it could move to.

Since the fleet can not move to BAR, It cannot support any action
there. A fleet in North STP could support into BAR.

Same thing, the Fleet cannot move to MOS, so it cannot
support there.

A similar thing happens in BUL, a Fleet on the South coast
for BUL cannot support an action into RUM, and
a fleet on the East Coast of BUL cannot support
into Greece.
