Now, if it hadn't been for the 2 people hiding, we would've attacked him
right away. And then with this 4th person entering, possibly a friend of
the murderer, we were really starting to wonder what was up.
"Why don't you kill me and we'll split the bounty," he offers. At this
point I'm thinking we should just attack him and see what happens. "But we
have to wait a minute," he adds. At this point the three of us
simultaneoulsy say "recall now," thinking of course that he is ICQing his
friends.
Then about 6 blues show up, obviously a guild, and he recalls immediately.
So what I want to know is, what was his little scam? I mean, I don't care
who you are, if you're wearing a Murderer tag around your neck and have a
bounty on your head, you do not walk up to 3 people and offer to let them
kill you. So what was up?
If the two hidden people weren't with him, why didn't they take advantage of
our presence and try to claim the bounty?
If they were with him why didn't they just attack us? 3 on 3 seems like
good odds to me (plus the 4th guy hanging around).
The only possible explanation we could come up with is that the two hidden
people were his friends, were also blue like the 4th guy, and that they had
figured out some exploit or bug that would flag us criminal if we attacked
him, thereby leaving us open to attack from all of them.
Any other ideas?
There are some misconceptions and errors in the other answers that
have been posted so far:
If you HAD attacked him, you would NOT be flagged criminal in any way.
No blue person could have attacked you at that point without becoming
criminal themselves, and ALSO going onto your "can report" list (which
means that if they did damage to you, you could report them as a
murderer NO MATTER HOW you died subsequently - so long as you never
reach full health before dying that is). You WOULD be flagged as an
aggressor to guildmaster, so he COULD fight back and you could NOT
report him if he killed you. Any blue persons hiding COULD choose to
heal him in the fight, but that would also flag them criminal (but
they wouldn't go onto your "can report" list).
Most likely, guildmaster was just screwing with your head - he
evaluated your appearance, your responses, and your equipment and
decided that you couldn't kill him before he could recall. So why not
tease you a little? PKs developed a certain arrogance while they were
running wild on the shards (I once killed a PK who's conversation with
me consisted of "go away newbie" when I first attacked him (I was
wearing leather armor and an orc helm at the time) and "k i kill u" as
he cast a flamestrike and an e-bolt, which i resisted and potioned
away, while chopping him into little bits with a poisoned sword :-)).
Next time, either 1.) ATTACK or better yet 2.) get reinforcements
who CAN kill him faster than he can recall.

Sometimes people will stand around hiding for no reason at all, or just to
wait for a spawn (of treasure in the chests).

There are some pkers who roleplay well, and usually have some friends who
prefer the blue life. Thus they are on each other's "Do not kill list".
Also, We used to have this trick back in notoriety days to avoid Pks: Go to
options and change your speech color to red. Then create a macro that makes
you say your name. Now, whenever you pass some pks, use the macro. They
will see that you are red and will not attack. It doesn't work anymore, of
course, cause it will just get you killed.

Probably, he wanted to flag you guys agressors so that...something,
nevermind
His bounty DOES seem to be worth more than whatever he could get by killing
you 3! Also, many pkers kill only for loot, which they then transfer to
their other, 'good' character. In that case, he wouldn't care if he died or
not.
