Use of silent spell casting

I am seeing more and more spell casting without the "words of power"
required to cast. I know pk's have used it for a while, but now it seems
everybody is jumping on the band wagon.
I think this is a cowardly way to fight. The Words of Power have always
been a integral part of the nature of magery. Isn't this a bug that OSI
could easily detect and eliminate.

When fighting a pk, you don't know if he is trying to recall, or trying to
send an e-bolt up your...... kilt. I was standing next to a vendor at
shame when a blue Lord started making casting motions. No words. Next
thing I knew was an energy vortex was chasing me through the country side.
When I circled back around later, he was standing there looting someone that
he had just killed that way. When I walked up, he recalled.
If you knew what he was casting, you could hide or move on, but you really
dont think a blue lord will attack you. So silent spells worked for him.

Keep your journal open like a status bar :p This is what you would see..

But as "~" is a illegal char in uo, its not seen in the journal or the
screen, so it appears as:

Auctually, someone found out a way to cast spells with NO text, not even the
blank things in the journal. A guy B.S.ed me, and I checked my journal,
since I hadnt heard him say words.. nothing.. so.. I called a gm.. he
couldnt help.. if I had known what he was casting, I could've done
something, but without that knowledge, I got dead pretty fast.. very
frustrating...
