Well, there's two ways to get it ...
1) THE HARD WAY: Talk to Cellia the furrier and Lucilla the
bartender about Luther, as well as the other fighters. They will tell
you some gossip about Luther, including that he just found a new
shield that some say is magic (and therefore not allowed).
Talk to Luther and be extremely rude to him. He'll challenge you to a
duel. Show up for the duel and beat him. Next time you see him,
demand that he return the shield.
2) THE EASY WAY: Wait for the Banes to be released. Find Luther's
body and get the shield off him then.

You can also use Vibrate to get the shield AND chanlenge him to get two

I can't seem to get Luthor's shield no matter what I do.
First of all, it seems that luthor is ALWAYS in the arena. He is never outside of it, so i can never insult and challenge him. I've checked every hour and he is always in there. Is there a way to get the key to get in the arena? I tried cheating and teleporting (with f3) into the arena, then i talk to luthor, challenge him, then show up the next day to fight him. But how do i fight him? I can train with him and beat him, but he won't give back the shield! Anyone else have this problem?
Also, what about that room under the stairs by the guard in the arena? Is there a way to get in there and check out those chests?

Those were several ways to get it, I got TWO luthers shields.
Get the vibrate spell, vibrate Luther, take the shield.
Then talk to someone and they will say the thing abou Luther
found a shield. Get him to fight you, beat him (again the vibrate spell
helps ;) )
then talk to him again and get the shield. I got two that way.
I don't really know how good they are, but I gave one to Dupre and
one to the awesome Petra.
I actually went to moonshade and got spells as soon as possible, I went
back and completed Monitor afterwards.

OK. Luther can sometimes be found in the sculptor's shop, sometimes
in the inn, and sometimes in the training hall, where Shazanna is
sometimes drilling him. If he's in the arena, you may be able to
double click on him and initiate a conversation anyways. If you keep
going back to the arena without interruption, he will never leave.

I've got the shield by anger him and beat him, but there's another way to get it.
Cast the spell vibrate on him and get the shield! Wait until you're alone
before taking the shield.
