Shanghai solver?

Is there a program available to solve Shanghai (aka Mahjong Solitaire) positions where all tiles (including hidden ones) are known? I just tried a Google search, and got mostly irrelevant rubbish about the city rather than the game, and a few pages proving that the puzzle can't be solved if not all pieces are known (which is surely self-evident, I don't see why it needs to be proved).
